I have used the original disks and the downloaded exec file from hp and both
stop copying files at about 64%, at which time a popup windows comes up
saying: Setup Error. the installation has caused a severe error and the PC
will need to be rebooted. Then retry the installation.

I am installing the drivers using the administrator user.

It sounds like there may be something running in the background that is
causing your installation to fail. First, I'd check your system for virus
and spyware. Even if you run a virus scanning program, I'd check with
another.

Here's a good site for links to anti-parasite and anti virus software:
http://www.aumha.org/secure.htm

Once you have done that, click Start, Run and type: Msconfig <press
Enter>
Click Selective Startup and remove the check from Load Startup Items.
Reboot when prompted and then try your installation again.
Once the installation is complete, be sure to run Msconfig again and change
back to Normal Startup.
