I'm thinking about OC'ing my GeForce 3 Ti500 later, is getting something like a Thermaltake GeForce 3 Fan better than a slot fan (exaust blower) right below the GPU? Is using both overkill? I already have a front and back case fans.

dont use a slot fan, use a crystal orb and some tin or nickle coated copper ram sinks not too expensive and well worth it for the overclocking goodness to be had.
