NEW upgraded Graphic card gave me low FPS resul

Hi, I have updated my graphic card lately from a:

Asus monitor res - 1920 x 1200

I also have sufficient cooling.

For some reason my FPS only goes as high as 40 and dips to 1/4.
without all reflection, shade, shadows = 32-44 (56 rarely)

I would like to know why is my FPS so inconsistent being very low especially when i turn the camera. I play GW2 and Skyrim mainly, I bought the card to MOD Skyrim. I mod a LOT and obsessively, made oblivion to a 90gig game. All made up of mods ....

However the problem I'm having is when I'm playing GW2 and the fps Dips are from playing that. It should run gw2 flawlessly, If I can't run gw2 flawlessly on all high settings. I don't think I have much of a chance with a heavy modded Skyrim.

I have already tried: updated drivers, disabled integrated graphics, plugged directly to graphic cards, with V-syncs off.

I am finding a way to fix or find out what is bottle-necking my VGA/ Graphic Card to make it work the full 100% before I start modding Skyrim.

I heard this site has actual experts that knows what they are talking about;

The GTX 660 ti is on the same preformance level as the GTX 295, 480, 570, 580, 7870.

Yours is 3gb and the normal 660 ti is 2gb so you should be aproaching the 670.

Here is the GW2 GPU results at 1920x1080at best appearence setting:

Take the GTX670 and GTX580 as reference.Your card should be between them achieving minimum fps of 47,5 and average ~66.9 fps.

The CPU is limiting your gaming on GW2 as it is CPU dependant so OC the CPU will improve preformance.
