Dirt 3 will not launch at all after install

So im running a
3.2 ghz i5
8g ram
win 7 64 home premium
with a 2g asus HD 7770

And everytime i start dirt 3, which i bought thru steam and tried installing twice, i get nothing. a process opens then shortly closes after and steam acts like im playing a game.
any ideas?

also i manually installed windows live sign in and i set it to start up when windows starts, and still nothing happens when i run it.

Any time you buy something digitally, if you cannot get it working within the first day, CONTACT THE DIGITAL SELLER. You have a limited window to either get assistance or get it refunded. Contact Steam, explain this to them, get it fixed with their help or get a refund issued.
