Is the Galaxy Monster quiet?

I see on pricewatch you can get a Galaxy GC118 for $8. Its got a low rpm 80mm fan and claims to very quiet. I just want to quiet down my 1.0g t-bird, which is running at 46C with the stock fan, a loud, whiny affair. Is anyone aware of something quieter that is near (like < $15) as cheap? Or any users of this hsf? It appears to have the same design as the Titan TTC-D5TB THG reviewed <A HREF="http://www17.tomshardware.com/cpu/20030113/cooler5-32.html" target="_new"> here </A> and tested very quiet, though in that case an early manuf defect caused it to run way out of spec at 88C on thg's test.

Not sure about the Monster...but look at the Panaflo L1A...got mine for $7. 21 decibels. Good esp if you don't OC in a harsh way.

provided that the fan runs below 3000rpm it should be quiet.... 2000rpm would make it VERY quiet.
