San Andreas stuttering on high enough system?

I recently bought a new PC, the specs are as follows....
AMD 4100 Quad-Core 3.6ghz
AMD Radeon HD 6450 (Not the best, I know.)
I'm using a TP-Link 300mbps adapter for wireless.
I don't play the actual game, I usually play SAMP role play server and I find when I go through shadows the game stutters quite badly, even when I have 200FPS.
Does anyone know how I can fix this?

Only thing I can think of is to play in Windows XP SP3 mode.

I'm currently playing it in Windows 98/ME I'm running Windows 8 which I also forgot to mention, I will try Windows XP SP3 mode though, thanks.

Oh and my FPS whilst IG is around 250-300FPS.
