Install driver to External Hard Drive

I have a wacom drawing tablet that I want to use on public computers. The problem is I need to install drivers for it to work.

Is it possible to install drivers to an external hard drive, and have the computer recognize and operate the drawing tablet?

Most PUBLIC computers as in Libraries or Internet cafes will NOT let you install ANY drivers on their machines for obvious security reasons.. at least in the UK...

Yes you can put the drivers on an external drive but you would have to tell Device manager WHERE the drivers are, which drive, which folder etc....
