Low fps on all resolutions

Hey everyone!

I recently upgraded my system and I have lower performance then I expected to get out of this.

Intel Core i5 3570K @ 3.40GHz
8.00 GB Dual-Channel DDR3 @ 666MHz
ASRock Z77 Pro4-M
Sapphire HD 7770 GHz Edition 1GB GDDR5
Thermaltake 450W

I tested and the difference between 1080p and 1336x768 is barely noticeable.

I get around 40-50 fps in cod4, cod waw and cod blops

So my question to you is: can I expect this performance from this setup? or should i be able to get a better performance.

Yes, it is a fresh windows 7 install on a ssd. I already tried different drivers but it didnt seem to have any effect. Could it be the power supply?

medium settings 1366x768 gives about 53 fps

everything maxed out 1080p gives me 38 fps

 
Is the 6-pin power connector connected to the graphics card directly from the power supply unit?

Could you go into bios and disable all but two cores of your CPU, and then check CPU usage in game?

underclocked gives the same performance, gpu 950 mhz and memory 1075 mhz

vs stock 1000 mhz and 1125mhz.

Is it possible that the gpu gets not enough power?

In other games I get better performance, Stalker Call of Pripyat I get steady 40 fps with everything on max. In the cod series I get 40 fps and it feels still sluggish and not smooth, even on lower resolutions I still get low fps.

Just tested 800x600 and some areas i get the same 50 fps as i get on 1080p

Have installed the latest from amd, and rolled back to latest from the site of sapphire. But there was no difference between the different driver versions.
