Horrible CPU and GPU usage.

Hey, I have an:
fx-8120 @4.0ghz
gtx 560 @ 925mhz
2x4gb corsair vengeance ddr3 1600mhz
corsair force gt 90gb ssd
990fxa-ud3 mobo

And im having horrible CPU and GPu utilization in RIFT: Storm Legion.
CPU is always at 30-40% and GPU is at 40-50% and im getting 15-25 fps.

Whats wrong ?
 
the problem is bottlenecking. your gpu has particularly poor single and dual threaded performance and as rift only uses 2 cores your cpu is basically gimping the system. its a known issue with amd bulldozers and is why i would never recommend 1 for a gaming setup. there good at heavily threaded apps like 3ds max but utterly useless for gaming.

what if i go for the fx-8350 and overclock it and get a 660ti ? would i see an increase ? or should i just swap to 3570k and leave the 560

i love the fx-8120 cause i can stream at 720p to twitch.tv and i have almost no fps drops with that. can a 3570k handle it better or at the same level ?

Well, since he has an AM3+ Mobo, he could just get a Phenom II, like the 965 BE.

OR, he could try setting the game to use core 0 and core 2 in task manager, as he will then be using two cores, rather than one core and one module.
