Blinking random Pixels in games and static pixles in minimized photos

I had a system running windows 7 32bit at the time when this problem sprouted up,

the problem is that whenever i run any graphic based game ( ARMA , Hot Pursuit ) little blinking dots pop up randomly on the display, on darker scenery the pixel like dots are black and on lighter scenes they are white. :??:
and apart from that when on the desktop photos ( JEPEGs) seem to have the same dots ( in the color of black, and non blinking) on them .. and whenever the photos are maximized they disappear and when the photo is minimized they again disappear... :( the dots/ pixels sometimes appear in diagonal jagged lines, but mostly as random groups

i first suspected the problem was with the drivers, so i went to nvidia and got the latest drivers for the VGA, and with it not solving anything,
i installed windows 8 64bit, :heink: and still nothing
i did roll back and install the vga driver again but still nothing

and i checked some forums but couldn't find anything really :(

my PC specs are as follows
intel i3 3GHz
8GB RAM
ASUS nvidia 210 silent
DH 67BL mother board

it would be a great help if someone could shed some light into what actually is happening with the PC, thanks in advance,

( I recently purchased " Dishonored" :ange: the PC game and while installing , the part where the c++ redistributable patches up popped up and i proceeded as usual , but while that was installing an error popped up saying there was a problem with the files, i continued with it but to be sure downloaded and installed c++ redistributable pack from Microsoft.. )
 
Unfortunately, graphics drivers don't cause such things. It's caused by faulty graphics card memory. If you card is still under warranty, that's where I suggest you bring it too. If it's not - it might be a good chance to get a better (newer) card.

Yup, the card is well under warranty.. so i guess that's one way out.. :) but the problem first popped after i installed " Dishonred " , and this C++ redistributable patching procedure ( that came with installing the game ) turned out to be quite buggy.. i really have no idead whether C++ or C has anything got to do with this, any ideas??
