Overclocked P4 Actual Speed

When you overclock a p4 for example a 2.4ghz upto 2.8ghz. Would it be running as fast as an actual 2.8ghz chip??

A 2.4 (533MHz FSB) processor overclocked to 2.8GHz would be faster than a non-overclocked 2.8 (533MHz FSB) processor because of the faster FSB speed. The overclocked 2.4 (533MHz FSB) would have a FSB of 622MHz.
