server cheats?

when playing RTCW(multiplayer) on my lan, how do i enable the cheats. I would like to be able to do this for the fun. I always get cheats not available on this server, no matter what i try. any help, links or ideas are all welcome.

not sure on RTCW. But whatever machine u run the server off of, change the shorcut path to the game or the server launcher(again not sure for RTCW) to the "+blahblah" or w/e it is for the cheats on RTCW. You can fidn the line to put in at any big pc cheat site.
