Will I need water cooling?

I'm going to build myself a rig next week based around the p4 2.4 533FSB.

I've been to a few overcloking sites and it seems quite possible to overclock a P2.4 to over 3.0Ghz. I was planning on buying a thermal exhaust fan for the case plus a top of line coolmaster for the CPU. Will this be enough to keep it stable or will I need water cooling to make it run at 3.0Ghz?

That wont do it, but you dont need water cooling. In my experience, any coolermaster is far from 'Top of the Line'. I would get an SLK800U, an SLK900U if your MoBo will fit it, and put on a fan with over 44 CFM of airflow and you should be fine.
