question about local port usage

Hello all,

When a firewall is installed to block a certain port, e.g 5000
is it still possible to access that port from an application
on the same machine? e.g telnet own_ip_address 5000

Best way to attain an answer is to test.

What results are returned when you make a telnet
connect to your 5000 port?

Without readers having knowledge of your system
configuration, both software and firmware, there
