When you o/c a graphics card at one point you get to were you have to stop cause of annoying artifacts poping up. My question would be is this because of the cards limitations or can this be fixed with just a new and better heatsink on the card?

artifacts can be caused by excess heat or overclocking, yeah, but realise that if you push your card too hard you can permanently mess it up... i know that my GF4 gets artifacts at stock speed ever since i pushed its GPU up 80Mhz... just be carefull and take your time.

Artifacts are caused by signal loss/degradation. This can be caused by heat, cured with voltage, which causes more heat...
Cooling helps, but eventually you need more voltage and still more cooling. You'll probably have to modify the card to get more voltage to the right parts (vAGP not withstanding).
