Just purchased a new phone from Verizon (Moto 710) - it works perfectly.

However, I discovered that dialing 311 results in a message from VZ that
the number can't be reached as dialed.

I have PRL 50288 - I assume it's the newest since the phone was just
purchased at a VZ store.

If you're in NYC, try calling 311. If you can't reach it, call VZ.

311 can only be dialed from a landline.

In any borough of New York City call 311
Outside of New York City call (212) NEW-YORK (212-639-9675)
The TTY Number is 212-504-4115
As always, callers should call 911 for emergencies

Perhaps because 311 is set up like 911 and they want your location.
But note that some NYC agencies do an automatic re-route into the 311
system..

I think I figured out the problem:

When at home, although living in Manhattan, I pick up a New Jersey cell
site. When at the VZ store, 20 blocks away, I'm picking up a NYC cell
site.

When picking up a NYC cell site I can call 311 and it goes through. But
when at home, it "appears" I'm calling from New Jersey because that's
the cell site I'm picking up. As a result, VZ "cannot complete the call
as dialed". I'm probably better off entering the full number, 212 etc.
into my cell phone so that I can call it regardless of what cell site
I'm picking up.
