Pro Evolution Soccer 2012 Menu Lag

I've been playing this game for a long time at highest settings. But lately I've got lag at the menu, especially when it's loading. It takes so much time to load, also the background video at the main menu doesn't even play. I can't start any match, the game used to be perfect, I re-installed it, but nothing changed. Any suggestion?

As I said, I ran it at highest settings, last month the menu started lagging as I explained it above.
I am sure it doesn't have to do anything with specs since I was able to play it about 8 months at highest settings, but there could be anything else, anyway here are the specs of the PC I am having trouble with it:
Intel Pentium 4 CPU 2.8GHz
2 GB of RAM
NVIDIA GeForce GT 220 1GB
