Need for Speed Most Wanted

Hello, I've got slight troubles playing the Need For Speed Most Wanted game well. Could you please tell me which graphical setting or settings to turn down in order for it not to slow down quite so much, which is making it almost unplayable at times. One minute it's running at 60fps plus and other's it seems to hit about 25-30fps. I'm running a Intel Core i7-3770K clocked at 4.4Ghz, 16GB Ram, 1 670 AMP and Windows 8 with all drivers up-to-date. well i'll come straight to the point...
The most gfx consuming options in most wanted 2012 are
1) reflections: they have the road -water effect only when turned to high , otherwise, they dont do any difference at all
2) shadows: off means no shadows. Turning it to either low medium or high wont make any difference at all(low medium and high will have exactly same shadowy effect)

Note: turning on or off any other goddamn gfx option wont make any difference....at all.( i captured screen shots with fraps and analyzed them for 2+ hrs...so i'm sure)( no difference at all)

so at last, i'd say that u turn everything down to lowest except
1) reflections - high
2) shadows- low.......
