is there away to run games at a fixed frame rate? for example run ut2003 at constant 60fps no matter what happens on screen.

running games without a fixed frame rate is kinda looks weird because at any moment it can be smooth or jerky.
 
You can cap your maximum framerate by lowering the refresh rate to 60hz and enableing V-sync. But if your card can not produce 60fps then you will still have slowdowns.

The best method is to download FRAPS. Run this while playing your games. If your frames drop below 30 to 40fps then reduce the size(1024x768 to800x600) or adjust the detail level so that frame rates do not drop below an acceptable frame rate for you.

That's not because the framerate isn't fixed, that's probably because your computer isn't fast enough, you have too many background tasks, or your hard drive is seriously fragged. Fix them all, then see how your performance improves.

That's not entirely true -

There is also the "cascading textures" effect - in counter-strike, for example, if I have Vsync disabled and strafe parallel to a wall (while facing the wall) there is an icky cascade effect in the texture as the FPS jumps around, even though I can maintain a "good" framerate, consistently > 70ish.

VSync fixes this. I play all games in VSync when possible.

Again, that means vsync isn't on. Vsync causes each frame to be rendered individually before it's displayed. When it's off, the card renders only changes in the scenery, such as when you turn left or right. That's when you get the cascade effect, as it renders each pixel individually instead of the whole scene.

Rendering is always done. It's done continuously. The amount of time required to render demands this.

Vertical Synchronization just means that the data is moved to the frame buffer only during the vertical retrace portions of the video scan. This is the time in between frames when the electron beam is not moving across the CRT face. When vertical synchronization is enbled no moves to the frame buffer are performed during the active video scan therefore no disruptions of the image can occur.

To avoid tearing, turn on vertical synchronization.

Just enable vsync.
it won't let you go higher than your refresh rate (60Hz by default), but you can go lower if you card is chuggin'.

another point to concider as well

the typical human eye cannot see anything over 60FPS on average. If anything, having frame rates over 60fps can adversly affect your gameplay, making it feel very choppy. As a test I've run CS with vsync on and off, and i find smoother transisions and no tearing with vsync on, and very choppy gameplay with it off.

You're right about it looking better w/vsync on.. just to a readup of vscyn, and you'll understand why.

As for the rest... more fps is better, i dunno why, but it is! So let's all go buy radeon 9800XT's & geforce fx5900's, weeeeeeeeee

The only reason I know of to justify framerates above vsync are the performance jumps you can perform on Quake II if your frame rate is above 120. But, to take advantage of this you have to live with the tearing.

I suppose there are other programs with such characteristics.
