Issues with Video Game FPS Drop/ Monitor Issues.

Hey Guys and Gals,
I have some issues I've had recently that I'm hoping that someone can help me clear up.
Firstly, In the last few days my gaming experience with my PC has become unstandable. My FPS count on games in which I usually get +75 FPS is now dropped to around 25-30 FPS. I have no idea what caused this, I have cleared up memory and scanned my entire PC with both 'Windows Security Essentials' and 'Malwarebytes' to find my PC has absolutelty no viruses. This has never happened to me before, and I have no idea what caused this type of problem.

Secondly, My Monitor has been starting to play up recently. If I start some sort of Program (Usually Games) my screen will just stay black until I manually turn the monitor off and then on again. This is starting to get frustrating, and is beginning to become more frequent.

My Specs Are:
Video Card: Nvidia GT 9500 - Yes i know its old, but it gets the job done.
Proccessor: Intel(R) Core(TM)2 Quad CPU Q6600 @ 2.4GHz/2.4GHz
RAM:4.00GB (3.00GB avaliable due to having windows 7 32-bit)
Monitor: ViewSonic VA1928wm Generic PnP Monitor
