Bad stuttering in all games

I am experiencing a lot of stuttering. I was wondering if anyone here could possibly help me out. Here are my specs:

Processor: Intel(R) Core(TM) i5-3450 CPU @ 3.10GHz (4 CPUs), ~3.5GHz
Memory: 8192MB RAM
Graphics Card: AMD Radeon HD 6670
Display Memory: 4821 MB
Dedicated Memory: 1008 MB
Shared Memory: 3813 MB

I saw on the amd website that the card requires a 400wat or greater psu. My psu is 350wat. Could this possibly be the problem? I would greatly appreciate some feedback. Thank you.

Required PSU for my 7870 is 500 Watts, and my PSU is 460, so it probably isn't that.
