I just built a new computer with a athlon 2500+ processor. The BIOS default setting run the processor at 1900+ though. Do I just simply move the bus up to 165 so that it will run at 2500+? Or is there a better way to do it?

You should move your FSB to 166MHz not 165MHz. 2500+ is default at 11*166=1.83GHz, but the mobo will default every CPU you put on it to 100MHz to prevent the case that you pop a 100MHz Duron onto it when the default value is 166MHz, your Duron will not run at all.
BTW, my advice is: if you are using a HSF better than the stock cooling, bump the FSB to 200MHz and you'll get a 3200+ in return, no sweat.
