70C on a non OCed P4 2.4c

My computer has all the reasons to be hot, I have only one case fan besides the PSU which has also 1 fan, the case is closed, I'm using stock cooler and I live in Israel and it's like the friggin desert here (30-33C outside).
My temps are 52C when Idle and 68-71 when running Prime95 (when over 70 Winbond starts sequence to shut down system). HSF is only warm to the touch and seems like less than 43 dagrees. I took the HSF and saw that the thermal pad was far from evenly applied, could that be it? I thought the 2.4c should be cool and so easier to OC, not the case here...
The temps were recorded from Winbond Hardware Doctor. My system specs are:
Abit IS7-E
P4 2.4c HT FSB800
2*Corsair Twinx 3200LL
Gigacube Radeon 9600Pro
couple of HDs and a burner

I had a much better usertitle but was caught trying to hack me a better one so I got my current title as a punishment

Recomfirm the temps in the bios first off. 70c is too hot, I'm running a 2.4c at 3.0 and way under that. If the bios says the same temps, then reseat the cpu cooler and that can definelty add to hogher temps. Make sue to clear the heatsink and CPU before you add paste.

remove that thermal pad and put some AS3 on it

UMM, HMM, that is not good, buy the arctic silver 3 and apply it to the stock heatsink, and you also should just keep your case open. That's what I'm doing, even though I have a couple Vantec Tornados in my case. Using stock cooling with AS3 you should hit 3.3G no problem.

I hate Computers! My P4 2.4C won't go above 3840mhz. My Sapphire 9800pro core/mem speed won't go above 490/790. I really hate computers!

There's a rectangle on my CPU (along with some paste), it's about 2cm long and .75 wide, not aligned with the edges of the CPU, it's black and quite strong, I tried to scrape it a bit with my nail but couldn't. It's also higher than the surface, about half a mm. I'd send pics if someone gives me an E-mail What is that?
