Fallout 3 Performance Issues

I have a lot of different mods for Fallout 3 and whenever there's a lot of NPCs or objects the game slows down. Its either the CPU or RAM. It's a Phenom X4 2.3GHz but the quad core fix for Fallout 3 means I have to limit it to 2 cores. I also thought that extra items could take up more RAM and since Fallout 3 is a 32 bit game, it can only use 4 of my 8GBs. Which is more likely to be the issue? if its ram then I can minimize the amount Windows uses by default. If its the CPU, any suggestions?

EVGA GTX 650 Ti SSC 2GB. The GPU is overkill for Fallout. I just tried this. http://fallout3.nexusmods.com/mods/6510 So far it has given me a good enough performance boost to stay around the 25-30 FPS mark in fairly large fights.
