Reaching 4.0GHz 1GHz FSB with the P4 3.2GHz 800MHz

Hi, I just sold my computer and am currently in the process of building another computer. Here are some the specs of the new computer I'm trying to build:

Intel Pentium 4 3.2GHz 800MHz FSB
Abit IC7-Max3 Motherboard
1GB (2x512MB) of OCZ PC4000(500MHz) DDR Gold Edition
2 - Western Digital 36.7GB Raptor 10,000RPM SATA HDD
ATI 128MB All-In-Wonder Radeon 9800 Pro
Plextor PX-708A DVD/CD Burner
Antec TrueControl 550W True Power PS

Before I ask my questions, if you have any suggestions to make this system better, let me know (price being of no concern). So on to my question. From what I understand of overclocking (correct me if I'm wrong), to get the P4 3.2GHz 800FSB to run synchronously with the system memory, I would have to run the processor at 4GHz 1GHz FSB (250MHz x 16 multiplier). It would be sweet to be running at that. However, I know cooling would be a major issue with OCing this high. MAIN QUESTION: What would be the best way to cool the CPU and still have a rock stable system? Could I get away with a top of the line air cooling solution? If not, will water cooling be able to cool it well, or do I have do go more extreme than that? Be as specific as possible. Any input will be appreciated. Thanks.

If you want silence, I would recommend water-cooling, since money is no concern then get water-cooling, or even better. You don't absolutely have to syncronize the FSB, but if you with too sure, <A HREF="http://www.vr-zone.com/guides/Intel/Northwood/" target="_new">here</A> shows the extreme overclockability of your chip, but then again their Vcores are crazy, and they're using extreme cooling. I'm newbie at Water-cooling, so wait for someone else to answer that, the OCZ memory I heard had extreme overclockability, i believed it because my PC3700 gold dual channel did 260mhz(520) at 2.9 vdimm of course. You're doing a fairly small OC so you'll get there without changing the vcore too much.
