Witcher 2 is running choppy.

I know the Witcher 2 is very graphically tasking on computers but on High I can still run it with steady 60 FPS but the game still seems to run choppy and weird, even when I lower the settings to low. Does anyone know of a problem like this and how to fix it?

CPU: i5-2500k OCed at 4.0 gHz
GPU: GTX 670
RAM: 8 GB 1600 mHz

Does this only happen in the prologue, or does it continue to happen after you leave the city? I did find the prologue had performance issues that went away after you leave the city.
