I have case with 2 80mm fans. I do not intend to OC. Although my system temperature stays around 40 cel on average, my CPU reaches 60 cel within seconds of running virus scanner.

So, what should I do
- blow air on CPU?
- buy fanbus and more fans?
Any other suggestion is also welcome.

I'd swap out your current case fans for some more powerfull units. You can find Panaflows with nearly 50% better airflow at a similar noise level to more typical fans (but the noise is different, it's a "whoosh" instead of a "whine").

Since your idle is at 40s and loaded at 60s, that can only mean one thing....you need a better HSF cause your current one had some thermal resistance issue in its manufacture/design

Try using some thermal grease.
