Windows 7 can I restrict a user accounts internet access?

Hello,

I would like to restrict the "Guest" account on one of my PCs to only be able to have access to the internet for a certain period of time. I have Verizon FiOS, and Windows 7 Enterprise OS. I am able to restrict the access to the internet using the Verizon FiOS wireless router for a particular PC for a certain time schedule, but I only want to restrict the internet access for a specific user account.

For example, if someone is logged on to the Guest account from 10pm to 5am, I do not want them to have access to the internet. Thank you for the help.
