Can this build run Guild wars 2 maxed out on 1680x1050 resolution?

Could this build run Guild wars 2 maxed out on resolution 1680x1050? even with lots of players on screen?
My budget has to be below 900 bucks so i think this is the best build i can come up with, i hope its a yes but please be honest. This build is 861.60 after shipping fee on Cyberpower. Please don't tell me to build one, my parents won't allow me and even if they did, i still won't do it.

I would say you cannot run on Max setting smoothly but most likely high settings. When there are a lot of people like in WvW your FPS will drop to the 20s or 30s.

Your build is similar to mine as I have an AMD Phenom II 1055t and a Evga 460 768mb. I can run around 40+ fps on High settings with moderate players on screen. During big DE's and WvW mine dips to around 10 - 30 fps. Your processor is much better than mine but your GPU is only slightly better than mine.

If you want to run on Ultra smoothly I would suggest a better GPU roughly in the $200+ price range.
