HELP! Low Framerate on Great PC? (Oblivion)

I just got Oblivion for $5 on the steam sale happening right now. Started the game (I'm Playing on the MAXED out settings with a 1920x1080 resolution) and got outside to the world. I'm only averaging about 15 FPS! (FYI my computers specs are in my sig). I used CCleaner to clean up a little, but that only helped a bit. Any help? (EDIT: My specs got cut off so here they are)

Max / Ultra settings are for hardware that won't be released until Q2 2013.

OK, I turned the settings down to high and I still average about 16 FPS. EDIT: At a lower resolution the game plays fine on Ultra High settings.

Found my problem. Oblivion doesn't use all the cores in my CPU, and just one core of my CPU is relatively slow.

if you have a good cpu cooler theres headroom for a nice overclock there
