Is there a command like the winipcfg command in 95,98 for Windows 2000 Professional?

sort of...

if you go to "run" from the start menu and type command a dos box comes up. at the prompt, type ipconfig and it will give you the basic info that winipcfg does. if you type ipconfig /? it will give you the switches to use (such as /renew is like clicking renew in winipcfg, pretty straightforward)

In the Command Prompt, type:
ipconfig/all
