Low FPS during gaming

Hey. I very recently bought a i5-3570k CPU to replace my older i3-2100 based on advice that my the i3 was the cause of some irregular fps issues I was facing in certain games (Shogun 2, Napoleon TW). I also replaced my 6850 with my current one a few weeks earlier. My most pressing concern is the slowdown in Shogun 2, which is particularly strange considering I get decent fps (50+) yet unbearable lag.

After installing these new parts I'm still facing massive fps issues during play on the likes of Shogun 2. While I only seem to face extreme lag while playing Total War games, my FPS is unusually low in the likes of ARMA 2 (30-45 even when not in combat/idle). Anyway here are my specs:

4GB 1333 DDR3 RAM
Radeon HD 7870
Windows 7
P8Z77-V-LX mobo
Antec TruePower 650w

I usually play on ultra/high settings at 1920x1080 resolution. My CPU/GPU/RAM usage during periods of slowdown looks like this:

GPU: 25-29%
CPU: 58%
RAM: 76%

Tried using DX9 rather than 11 to no avail. Latest drivers installed for my graphics card. Temps are fine. It may also be worth mentioning that after quitting a battle in Shogun 2 the program immediately stops responding. Just spent upward of £400 worth of hardware for what seems like absolutely no gain so any advice would be greatly appreciated. Please tell me if you need me to post any other information.
