Question relating to alt-tabbing

Okay so say you have a web browser running and you're playing a game in full screen mode. Does it matter if your web browser is minimized or opened in the background? Like if it's open in the background (not minimized) does that reduce your performance in-game playing in full screen mode or does it not affect it whether it's minimized or not?
