Steam: Failed to create key

I am getting the "ERROR: Failed to create key" On the steam updating screen. Can somebody help me with this? I cannot launch steam anymore because of this and the only real solution I have found before is to re-install windows which I am sick of doing (Had to re-install 6 or 7 times so far to fix this) Yes I am running as administrator and I am running steam on my E drive.

Have you tried contacting Valve? They are really the people to help you with thier Steam program.

Yes and they just tell me the same thing over and over.
