GTA IV Low CPU Usage

He guys, i have a pretty sick gaming pc with an i7 3770k @ 4.4Ghz and a GTX680 twinfrozr OC, 16 GB Vengeance ram and Windows 8. BUT, im surprised that GTA IV Doesn't run that wel and is see in the task manager that its only using 20 or 30 procent of my CPU, is there anyway to let it use more procent of my CPU and that it will run better, i also heard that GTA IV was a bit of a fail for pc because it wasn't very optimised or something like that. but please help because i expected 60+ FPS maxed out but only like 35 to 50. Please Help

Try disabling hyperthreading in BIOS. Should increase CPU usage dramatically.
