APB:reloaded Problems

so. Here are my specs :

Intel i5 660 3.33ghz

4gb DDR3 1333mhz

500gb 7200 rpm seagate harddrive

Hp compaq 8100 elite SFF

Nvidia geforce 620 GT 2gb MSI

So, Im having some "stuttering" problems with the game, I've heard that is must be an internet problem, Or PB's problem... Would it be my system?

Any answers appreaciated...
