EVDO with National Access MOU?

I am considering an upgrade to an EVDO phone. I currently use my
phone as a modem using 1x with MOU. Can an EVDO phone achieve the
higher bandwidth using National Access MOU? Or do I need to sign up
for a data plan?

So EVDO requires a plan and 1X does not?
