I am considering an upgrade to an EVDO phone. I currently use my
phone as a modem using 1x with MOU. Can an EVDO phone achieve the
higher bandwidth using National Access MOU? Or do I need to sign up
for a data plan?

There is no more MOU anymore with any plan.
Verizon charges $0.015 per KB
EVDO is 79.99 and that is required id you have a PCMCIA card.
