P4C800 Deluxe Droop mod???

Well, i currently don't have a mobo, i'm still trying to figure out weather i should go with a IC7-Max3 or a P4C800 Deluxe-E. But i had a P4C800 Deluxe, wasn't bad at all, but the volts were spiking so high i was afraid i might fry the CPU!!So i sold it, i'm looking at the E as analternative to the IC7, but i've heard has the same unstable voltages, which i believe were limited my oc. What exactly does the droop mod do, and what do i need to do if i were to use it??

P4C800 Deluxe
512mb OCZ DDR533
(No vid card, waiting to return Asus 9800 and get a 128 9800P that will oc more than a measly 4%)
