The 9600 xt has a RV360 core at 500 600 128-bit 4x1.I dont know what the differnce between the r360 and the rv360 is but what i was wondering is there a way to enable 8 pipeline like with the 9500? Or is there any bios flashes that might give more profromance?

No, Im afraid not. the Rv360 and r360 are completely different cores, built using different manufacturing processes. The rv360 doesnt even physicall have the extra 4 pipes on the silicon, so there is no way to enable them. However it generally overclocks really well, so you can try that out.
