Could I Run assassin's creed 3?

AMD FX 4100 Quad Core Processor 3.60 GHz
8GB Ram

Nvidia GeForce GTX 550ti 1GB DDR5 GPU Graphics.

Yea you can.
about 28-35 or more on highest. Assassin's creed 3 isn't very demanding

No problems at all. You will get good fps, and the game will run pretty smooth. If needs be, just lower Environment settings. That's the one which is most demanding.

Yea if you want very good FPS just lower environment settings from Highest to high.
You will barely notice the difference (like lighting and shadows) but the game will run much smoother.
