Any one know of a video card overclocker for linux?

Yeah, for nV cards, which won't help you. I haven't seen many people talk about linux OC'ing, except for nV users.

nVclock does it for nV cards, as does CoolsBits IIRC.

Supposedly the guy who made nVclock is making one for the Radeons.

Try contacting ATI directly, or try Rage3D.

Of course you could always just flash the BIOS if you're willing to risk it.
