GTA IV Crashing on start up

My Specs:
OS: Win 7 Home Premium 64-bit
CPU: Intel Core 2 Quad Q6600 @ 2.4GHz
RAM: 8192mb
GPU: Asus Radeon HD6670 DDR3 2gb
PSU: Corsair GS 600W

GTA IV crashes as soon as the game loads. I can get through the start up menus but as soon as my save file loads the game crashes. The error message blames it on my video card, so I upgraded to the one listed above, same results. My old card was a Nvidia GeForce 9800GT. The game ran fine for a long time on that card. I assumed the card died so just went out and bought a new one. I did delete all mods and re-installed a fresh copy from Steam. Here's what the error message looks like:

Verify the files in Steam...

Maybe the guy who posted this should try using google. GFWL had updated and was causing the crash. xlive.dll fixed it.
