best cpu cooler for p4 3ghz?

Hi, I live in Israel and its really really hot in here, my comp is gonna die if i dont get proper cooling soon. when the case is wide open and the cpu is 100% idle its at 41c. and when at full load, around 60-70c. whats the best cpu cooler i can get for this now? I dont want something loud, I dont have a budget really, but watercooling is out of my budget for example.
