GTA SA Not running on my pc properly?

Hi all! So im trying to just layback today and play the classic GTA SA on my gaming pc. So im in the game i cranked the graphics all the way up, I start to play and I notice theres quite a bit of lag. I know for a fact it isnt my pc i just built it in july.
CPU: AMD Phenom II x4 965 BE 3.4GHZ
GPU: AMD Radeon HD Sapphire 6850 1gb
RAM: 8gb crucial ballistix ddr3 1333
MOBO: Gigabyte Ga-78lmt-s2p
HDD: Seagate barracuda 1tb 64mb cache, 6 gbs
PSU: Kingwin Maximum power 650w psu ( deffinatly not the best.)
Please help as me i just want to play! Thanks!

Turn DOWN the graphics and see how it plays, that's not much of a graphics card ...

It runs maxed out at 60fps on my laptop, so something is not right here. What is your gpu usage during gameplay?

Did you turn off the frame limiter?

I turned Frame Limiter off but its very fast now
