Will an 8800gt run sim city 5?

A friend of mine was looking at sim city 5 and is wondering if he will and what specs he can run at
amd Athlon 7750 dual core
8800gt
4gb ram
1440x900 monitor
Also i was wondering if he should buy a 7770 or 650 ti or a new cpu first because im not sure weather that dualcore will bottle neck or not.

According to the minimum requirements, that system should at least handle it on some sort of settings. Not sure how great it would be, considering the game isn't even out yet but that should be able to at least slightly handle the game.
