Many t-breds can get to 200FSB and beyond. My 1700+ is a t-bred B and Does 205FSB no problems, and even that I think is a motherboard limitation rather than the CPU.
What multiplier are you using at 200FSB? (assuming your CPU has an unlocked multiplier). If you're leaving it at 12.5x then it's no wonder it won't boot, as that would be 2500Mhz
. The only Athlon XP that has a hope of doing that (Without very extreme cooling) is a Mobile Barton, and even then you'd need a fairly good example.
I have heard that Corsair XMS 2700 will happily do 200Mhz with a good voltage bump, and they certainly should go more than 173.
Assuming you're sticking at 12.5x, what CPU voltage are you using? You'll need to bump that up too if you're trying to overclock.
Don't forget to ensure that your AGP bus is locked at 66Mhz as well.
