Your results sound pretty consistant and voltmod is your next step.

I was wondering; what does lapped actually mean in a technical context like this?

Abit IS7 - Prescott 3GHZ@3.6ghz - i865PE - 1024mb dual ddr400 - Geforce 2 MX400 64MB - 600W dualfan(front/rear) PowerTek Psu - maxtor 4K080H4 & 6Y120P0 - samsung sm-352b

He is just sort of polishing the bottom of the heatsink to a mirror like finish, at least that is the goal. It can take a while, but will drop your temps some. Depending on your heatsink, this may or may not be necessary. You have to start with something at least about 1200 grit or so, and keep working your way up (1200 is probably still to rough for some heatsinks)(You'll most likely finish the sanding with no less than about 2000 grit). If you do this, make sure you use a block or something, as you are never supposed to use sand paper with your fingers, as it sands unevenly (I do it anyways, though).
