question about overclocking and PSU

well, i noticed that i can't really overclock my 2500+ over 200Mhz FSB (11 mult.) ... Now, I have 300W generic PSU, is it possible that this PSU is a reason for this? (not sufficient power output, maybe?)

2200MHz (3200+ speed) is roughly the limit for most 2500+ desktop processors.
