That motherboard looks like it might fit the ZALMAN CNPS7000A-Cu or the ZALMAN CNPS6000-Cu. Both of those are fairly nice coolers but I don't think you can get much lower temps with that kind of wheather. If you are willing to spend the money you can go for a liquid cooling system or even a compressor cooling system. If you have a beefy enough liquid cooling system you can usually get pretty close to your room temp. Compressor coolers are VERY expensive but you will get negative temps easily.

I think that the 3.6Ghz is a prescott CPU (I dont think they sold northwoods above 3.4Ghz) the prescott core is notorious for getting very very hot. It is not uncommon for it to reach above 60 under load, so I wouldnt be too worried.

But if you are really worried get a cooler master hyper6, they are arguably the best air coolers in the market.
