I am trying to get a frame rate of above 30FPS with Far Cry (the original game) @ High settings (not Very High). My machine specs are in my signature.

Here is what I have it at now:
2X MSAA
8X AF
Particle Medium
Shadows Medium
everything else on High

The FPS is between 24-30. Interestingly, I have the same card specified on the high end of the recommended requirements. I don't understand why I am getting such poor performance. Should I think about OCing my CPU? Buy more RAM? What?

Like you said- more ram and cpu.Your Pentium 4 is only @ 1.70ghz but recommended is 2-3ghz.You have only 512 RAM,recommended is 1gb.Your GPU should be ok.
Maybe turn down/off MSAA and AF,you should see increase in fps.
Try experimenting little with settings
